Does the pre ordering album count towards promo single?

So if someone pre-ordered the albun before the promo single comes out
that means that pre-order counts as as an "automatic sale" for every single promo single released in the lead up to the album launch?

Yes, that's why all the ARTPOP promo singles skyrocketed literally everywhere and then left the top100 a few days later when the pre-order effect was over.

No.*If you pre-ordered ArtPop for (currently) £8.99, then when each promo track appears you receive an email with a link informing that you can download Applause/Do What U Want/Venus, for which you have to say Yes to accept each £0.99 track purchase.*So if you accept all three promo tracks to date but then decide to cancel your iTunes album pre-order for whatever reason, you still own those three tracks, but get a rebate of £6.02.Hence, you still have the option of not buying/downloading the individual tracks until the release of the album.

They should change that because it isn't a new sale.
