Gaga is 5 years in, and is doing similar sales to Avril who is 11 years into her career. So tbh, Avril is doing fine. She's a legend in Japan already. She can't uphold huge frontloaded sales all the time. Besides Goodbye Lullaby had What The Hell which is Avril's most successful single in Japan ever. This album had RNR which didn't do as well as say WTH and Girlfriend. Plus Avril did no promo, and taking into consideration she's 11 years into her career, and outselling the likes of Katy Perry, Rihanna there with ONE day sales, you cannot call it bad in any matter. Disappointing for Avril? Debatable... bad? No.
