It's a great album but it has way more drawbacks compared to her other three albums. The Fame Monster, Born This Way, and ARTPOP all show some area of artistic growth. All three also have like one or two songs that could be considered filler while The Fame has like five.
The Fame is one of those albums where the singles carry the weight of the album. Like I said in the ARTPOP thread, the only reason people might think this is her best album is because they're stuck in the past clinging on to nostalgia and not looking at the whole scope objectively.
The Fame is hardly filler. It maybe has two tops, but those could also be considered album tracks. It's that it's old now, and she has evolved so much more vocally and musically since then. It's still cute though.
Well these days, the monsters like to trash artists that they think are "generic" (Katy Perry for example), so they have to pay The Fame dust in order to avoid getting clocked.
The US tracklist of The Fame is great, with 'Again Again' and 'Disco Heaven' being scrapped there really isn't any filler. Which makes it a great pop album.
