Yes because of historical implications. Lighter skinned blacks were historically treated better than darker skinned blacks because the lighter the skin, the "closer" they were to being white and actually being treated as PEOPLE.
I see what you are trying to do, but no. The two scenarios are not related. Pale or tan, white people will always be treated as white people. The same cannot be said for black people.
