  I said to an extent.
For example: Rihanna's 2nd album sold 1.14 million in U.S. because "SOS" was not available to buy digitally. "Pon De Replay" was a much bigger smash, yet "Music of the Sun" only went Gold and sold less than that.
Every artist did it in the 90's too. They would purposely not release a Physical Single until they peaked in Airplay, and that also helped album sales be so huge in the 90's.
