You just download it in the app store (if you have it just wait for the update) and it will receive your SMS messages. It works like any other SMS app in the play store, but it's officially from Google and you'll probably like it more than the default messaging app. Once you receive a message it will display how the message was sent (someone chatting through the Google Talk thing, a text message, through G+, etc.) so you could also "text" through the Hangouts app in Chrome.
I think, you don't need G+ but I might be wrong. Hangouts used to be the official app for G+ chats but now it's much more, so I don't think they would force G+ accounts.
