I'd add a poll but there are far too many Sailor Senshis for that

Obviously there could be different answers depending on the definition of power, but who do YOU think is the most powerful?

But in all fairness, we don't really know who or what Sailor Cosmos is. She could be
Serena from the future, she could be Rini's daughter, or granddaughter. She could
be Serena from an alternate dimension/timeline. She can even literally be a
clone from Serena's DNA or a robot. Nothing is really confirmed.
