Comparing the success of both songs is not accurate, "Umbrella" was released during the digital period unlike "Toxic", during the digital era songs peaked higher on an easier way, as example we have "Womanizer" which apparently seems as more successful than "Toxic" but in reality is not IMO.
I think "Toxic" was more musically innovative for the pop scene and more avant-garde-ish , not to mention it is also more artistic ... the song also won a Grammy itself as a recording .... "Umbrella" just won a Rap/ sung collab Grammy because of Jay-Z.

Pssh, you know what song won in the same category just four years prior? "Who Let the Dogs Out?". The Grammys mean nothing.
The older song almost invariably wins these polls. You're overthinking it.
