If you have access to post-game it's even better. All Friend Safari Pokémon have at least 2 perfect IVs, so you can use them as starting points and often have their offsprings turn out with a couple perfect IVs. You can use the Power items from the Maison (Power Bracelet etc.) to guarantee specific IVs are passed down, they have a Power item for each stat.
Once you get to a point where you have a Pokémon with a lot of perfect IVs, you can start using the Destiny Knot (to be held by either parent) and it will guarantee 5 IVs total will be passed down to the offspring. So, for example, you might breed a Togetic with perfect IVs in SpA, SpD, and Speed with a Togetic or a Ditto who has perfect IVs in HP and Defense. Give one of them the Destiny Knot and with some luck and time you'll eventually end up with a 5 perf IV Pokémon.
A lot of this is made easier if you just catch a bunch of Dittos from the FS as, like I said, FS Pokémon have at least 2 perf IVs.
