It's a very recent change I think. We saw it with Katy when she released WOA, she was in the top 10 and then suddenly she jumped to #1 in over 50 markets because of her pre orders.

I dont wanna spam here so this is my last response. How would u feel that everytime somebody buys Prism it would count like he bought every single song on the album. The songs would be artificially inflated in chart but they wouldnt sell so much because people havent practically bought them. Its very shade for artists who dont do promo singles and who are not that big because their preorders will be always low. DWYW is high on chart but in fact it didnt sell itself more than the 2nd song.
