True, but anything that is seen suspicious will be reported. They're probably going to question the guy on what he saw. And, now that I think of it, I believe the guy can't be punished. I don't believe there's a law saying if a crime is witnesses, it has to be stopped. I remember hearing a case like this, where someone witnessed a friend or some guy sexually harass a girl in the bathroom, and he was brought into court. He wasn't charged because there is no law saying that we must intervene when something bad happens.
The more I watch it, the more it just looks like drunk sex. You can't just wrongfully accuse the guy of rape when it could just be public intercourse, especially since the girl is moaning.
I'm hurry rumors that this is a joke, they wouldn't be dumb enough to put rape on vine, just wait and see this come out as a joke to catch people's attention to his twitter and vine.
