It's no different than the artists that use Target to offer exclusive editions. By that standard, artists like Janelle Monae, Justin Timberlake, No Doubt, and Elton John are commercial "cooperate" artists. Many of them (at least the ones the brand feels will be successful) get commercials too.
All major artists' albums are released with the intent of making money, but it also goes beyond that, for Katy and every other artist.
