Katy>Gaga>Miley>>>Britney
Like it or not, We Can't Stop isn't all that risky. It still feels very poppy.

Gaga, Katy played safe.
Both Miley and Britney had risky lead singles.

Katy's was SUPER safe
Applause was a very safe song and video
We Can't Stop the song is safe. It's a party anthem but the music video wasn't and they made it tacky as **** and generated buzz
Work Bitch is the riskiest. Song title and industrial EDM beats (too hard for radio).
