I'm using a Pokemon with Frisk ability, to see if the Luvdiscs I fish have Heart Scales with them, then just use the attack TM Thief to steal the heart scale from them and it also kills them
they are the only thing you can fish in Shalour town so it's quite a quick process
you can use either Gotherita or Trevenant for this (they both have frisk ability)
just keep doing it again and again and you have unlimited Heart Scales
