well I don't know how americans write it down, but we do it that way:

parallel:
Fk(x)=6/4x+k

You just fill out the k's
k is the parameter

Parallel when you have similar m, in this case the line parallel should have m=6/4

Meanwhile perpendicular when you have product of -1 for multiplication of 6/4 and another slope. In this case perpendicular line should be -(reciprocal) of 6/4 which is -4/6.

You can find C value by choosing any point you want.

Trick question surely, you can't have one equation that's both perpendicular (crossed through by a 90 degree angle) and parallel (will never cross through) to a linear equation.

K can't be anything because it can't be 1. If it were 1, they'd be overlapping and not parallel.
