Does Team Flare ever get more fleshed out? I'm already at the 7th gym town and I feel like I still have no clue on what they're supposed to be doing

Sucks that I'm not a big fan of any of the flying Pokemon this go around, gonna have to catch a random bird and use it as an HM slave
