What's the best HM slave layout? Are there one or two available Pokemon that together cover all HMs? Because I'm not here for three HM slaves on the harder routes.
I'm using Axew for Rock smash, strength, and cut. Swanna or Pelipper can probably be used for all the water based HMs and fly.

Not sure about the new Pokemon, but I think the most iconic slave HM has been Bidoof He can learn everything except Fly and Defog.
