She is, Fiona (Jessica Lange) told her that she could rule the world if she wanted to, she's a 100% Royal Supreme Blood descent, but Cordelia said she wants to research and help other witches instead of abusing her powers.
This is still the first episode and there wasn't (still) a lot of information, so we have to wait and see what happens
