Most and maybe all gaming systems do not know your location by where the 3DS actually is or anything like they do with computers I believe. They go by the region YOU set on your 3DS. This could be especially true for the 3DS, as people change regions to get more games in the eShop and small things like that. I've also done a bit of Mario Kart hacking and you can change your region and stuff on that.
Here's the good part:
Making an educated guess, I would say that you can change your region on the 3DS to get a specific Vivillon. This could be a one time thing or not, but who knows. It's easy to change your region through the system settings, and although some places you can't change to, (for example, if you're in the USA you can't switch to Japan.) However, it's better than nothing.
TLDR: Say you're in California, I think you could get a Polar Vivillon by just changing your country to Canada and making the area somewhere like Yukon. Of course I don't know this for sure but I would say this is true based on other information!
That makes sense to me! I already knew that it was based on the region you've set on your 3DS.
I'm thinking of using only 7 Pokemon during the first play through now as opposed to the 10 I set before. I won't be able to finish the game with all of them anyway, might as well save 'em for a possible 2nd play through.
