Like every artist from Syco is releasing new music in November/December so i think this is a smart move, Cher would get more attention in January.
But that doesnt mean her album wont be released in November. Maybe they will release it in the US in November and in January in the UK.

True it will be a MUCH quieter time to release, but I don't know if there will be any big slots to promote.
And she really needs a big slot, especially if radio doesn't support her.
