The Long Answer: Ciara has been doing all of that even in 2010 -2012 when she wasn't "relevant" (she's been more than relevant in 2013). She's friends with all these designers. That's why she's able to wear nice clothes for her videos, interviews, appearances, performances, etc, without paying a dime. It's smart to get her out there with all these people because when the right song comes along (*cough* Overdoese *cough*), she has all these people in various industries (not just music) who will cosign it and help it gain traction worldwide.
The Short Answer: She has a modeling contract with Wilhelmina Models so, she should be attending these events anyways. Similar to Iggy Azalea where she pretty much has to go to these things.
