If you look into the woman singing this, Tay Allyn, you'll see that she graduated from USC's theater program (which is a pretty prestigious program) and she's landed a couple very minor acting roles. My guess is that she's trying to get her name out there by way of Rebecca Black infamy.
If you watch interviews with her, she seems awfully sincere yet a little
too oblivious; she describes herself as "Lady Gaga without the avant garde and Ke$ha without the sex," whatever that means. She also has the commencement speech from her college graduation and she definitely seems more "with it" and snarky, so yeah. This is obviously trying to be bad, but I admire her effort. And the "the cell phone's in my hand" line is just perfect. So.
