I was speaking of her American sales. Regardless of whatever way you want to spin it, Beyoncé was still releasing singles in to 2012 ("Dance For You" was sent to urban/rhythmic and "I Care" and "End of Time" were released in select countries) and performing her hits.
She planned on releasing new music, got negative reaction to it and clearly pushed back her release to continue to promote
4. She's currently on her second tour for the album.

And you realize that "Scream & Shout," a song Britney did with a man who had never even had a solo top 40 hit sans a feature he did on an Usher song, went on to be a bigger global hit than Beyoncé's ever had, right?
