Unless I'm wrong. I just doubt Blurred Lines was being heard by like 90% of the country in a given week at its peak. The reach radio has is not that expansive.

Your understanding of radio audience impressions seems about on par with how I see it, but streaming is a bit tricky. Streaming a song five times by one source doesn't necessarily count as five times for chart purposes, unlike in radio where listeners aren't necessarily identified specifically as the numbers are projected.
I'm pretty sure Billboard made countermeasures with Spotify and YouTube (as well as other streaming sources) to prevent possible chart manipulation caused my repeated streaming of songs by the same user in a given week.
