Gyal, blame Canada. The music royalty numbers set by Canadian record labels are so cost prohibitive of any music streaming service.
FYI you can listen to iTunes Radio by switching to iTunes USA and logging in with an American iTunes account (which you can create for free, just go to the app store and buy a free app and create your account from there, then it won't ask for any payment details)

I should tune to Lorde Radio. 
It's just more obvious with them, because....well....things didn't go exactly as planned with Gaga's current era
