It leaked 6 days before the official album release.
Imagine if she decided to have only the following DJWS songs(ARTPOP, Applause, Jewels and Drugs, Sex Dreams, and Swine), and then decided to make the rest of the tracks Zedd, Madeon, and RedOne produced. That would be awesome

Why did she turn in her album so early? Rihanna turns her in 3 weeks before release. I feel it has higher chances of leaking even more that she informed hackers the album is in the labels possession

Well, Gaga does a lot more than Rihanna though. There's the app to deal with as well. Typically, albums are handed in 2 months before its release.
For Rihanna, her booklets and everything are done before the album is. I don't think the ARTPOP materials are complete yet.

She needs a promo single. Not for the fans, for album sales.
Katy looks to be having 4 singles out prior to album release. That means that because of Complete My Album everyone who bought any one of those 4 singles will be encouraged to buy the whole album.
