What has Mariah done this decade? Released a Christmas album and three singles, one of which was good and charted semi-well?

Remember that Billboard weighs airplay the most heavily.
The artists in the list should be:
1. Katy Perry
2. Rihanna
3. Taylor Swift
4. ADELE
5. Bruno Mars
6. Lady Gaga
7. P!nk
8. Eminem
9. Maroon 5
10. Ke$ha

Well that change in weight started from around March 2012. Before that, airplay had less value

Airplay has always been the strongest factor. Just look at Beyoncé's/Alicia Keys's positions on the end of the last decade charts.

What? No. They've changed the formula several times. Beyonce and Alicia really benefited in the early 2000s when digital downloads didn't count, so there was nothing but literally airplay. But even after they added downloads urban music still did well for awhile, because the digital market had not matured yet. But they changed the sales ratio again around 2007 and that's when downloads started to have more impact.

The rest seem pretty on point.

Anyone remember a little album called My Beautiful Dark Twisted Fantasy that basically ruined all of your faves with critic reviews?

critical acclaim =/= popularity and/or relevancy
There are many artists who are highly acclaimed and that any one know
Recovery outsold MBDTF & Yeezus combined WW & in the U.S and LTWYL is still more relevant than any Kanye song at the moment.

Not without Nicki. Pink Friday (majority of sales), Roman Reloaded, 9 Top 10's and her cultural impact all happened this decade.
