Yes, not all black people are Black Americans. There are Caribbean blacks, Latino blacks, African blacks, Aboriginals, and I guess mixed people fall under black also.
I don't think Indians call themselves black. They just call themselves Indian. Some Latino blacks will cut you for calling them black too *cough Dominicans* but that's a story for another day

I mean, if you can claim "Native American" For just having 1/16th Native American blood on your college applications, I'm guessing you would also be black for having 1/16th, 1/8th, 1/2 etc african blood.
I don't get why this is such a big problem though
