At least House of Cards is a serious contender in 2~3 major category. Aside from the prospect of Maggie Smith robbing Anna Gunn's Emmy, Downton doesn't stand a chance for anything.

Downton doesn't have a chance of winning, it probably never really had, but there's no denying it hasn't been in the top tier since its debut.
Homeland is great but season 2 disappointed a bit!
The only fact that dismisses Breaking Bad imo is that it still hasn't won yet. However, right now it's at its peak in all aspects and I'm sure it's going to reflect even if the award will be for the seasons first half.
Claire Danes still deserves her Emmy and I'd love Game of Thrones to win big but we both know it won't.
