You're all so limited when it comes to music. You think this song is different? Did no one listen to electronic music growing up or is all you pay attention to mainstream music acts and hardly under the radar artists like Bjork or whatever non-indie "indie" band gets some attention from the critics.
This forum is so annoying.
(1) Its not underperforming yet, it barely came out. Sometimes **** doesn't click right away, that doesn't make it groundbreaking.
(2) Its not clicking right away because its just a cliche electro-house beat with her sing talking in a really shoddy "british" accent. Not to mention how gay it is, i'd argue its too gay for mainstream radio. It sounds like a lame west hollywood anthem for dumb twinks that wear tacky andrew christian underwear and consume every pop star thats shoved down their throats.

Work Bitch is too underground, indie, innovative, groundbreaking and ahead of it's time to be embraced by the public and radio. It was an uphill battle all along for this avant garde masterpiece. This may be the reason why it's underperforming.
The Queen ALWAYS takes musical risks. From starting the urban-pop trend that's prevalent now back in 2001 with Pharrell, starting the dance pop trend with "Toxic" in 2004, to inventing dubstep in HIAM to the EDM beats in Work Bitch. She does it all. A true pioneer in pop music!
