There wasn't any hype for PF, even if you think there was. The only hype came from fans, as usual. There's never any hype for perfume. It's perfume. Commercials are the only thing that hype up a perfume.
It wasn't Richa, but oh goodness I remember a specific post from someone in Base right before PF dropping saying that it wouldn't be successful because it was up against Fame. I should've bookmarked it.
