This must be a demo that is just supposed to capture the melody of the verses/chorus with vocal noises mixed with real random words because it doesn't make a lot of sense mostly otherwise. Kind of like this demo that came out a while ago:
Shakira writes her own lyrics, so it seems that she's just singing along to the melody and making up lyrics or gibberish as she goes to see what could fit.
Apparently, it's a part of her songwriting process until she can find the actual lyrics.
Lol she sings as bad as Lana Del Rey here, funny thing is most of you praise Lana and here you're making fun of Shakira. So funny the way things get spun depending on perception.
It's an early demo. She's literally and intentionally singing gibberish throughout parts of the song (because she hasn't written all the lyrics yet). The finalized version would have actual lyrics and be intelligible throughout, so don't even.
