Well there lies the crux of the issue. How are we supposed to tell? We certainly can't with what you've given.
People merely use age as a qualifier because it suggests that a high level of skill was reached in such a short time. It was attributed to da Vinci because of the example given and his sketches of horses drawn at a young age.
Natural talent is innate and with it you're able to improve your ability at it at a faster rate than someone without it.
All things considered, Michelangelo was just stating the obvious. Without hard work and dedication even the most naturally talented artist would fail to create something spectacular. You could say their (natural) talent was wasted.
