She's not a major pop girl because a major part of her career and success was from Hannah Montana. True, it was her performing it, but that empire was basically all handed to her by Disney. And although it was super successful, it had no impact beyond the kids and parents who watched her show.
She needs more than just this era to be considered a major pop girl. Especially since right now I can't imagine that she'd have nearly as much successful if she did everything exactly the same but without the controversy. And while major pop girls use controversy, it's the music that shines through for the most part. Teenage Dream was one of the most vanilla eras ever but it still slayed the charts - because Katy is a major pop girl (and also because it was easily digestible).

She's been having hits as Miley Cyrus since 2008, '7 Things' reached #9 way before 'Just Dance' peaked and was released only two months after 'I Kissed A Girl' and that wasn't even Miley's debut single. Then, consecutively months later, 'See You Again' went Top 10. A year later, 'The Climb', even though for her movie, was Miley Cyrus and movie soundtracks aren't guaranteed hits and it went #4 so there's merit there. Then only after these hits 'Party in the U.S.A.' came out and reached #2. A year later 'Can't Be Tamed' reached #8.
So Miley's hit power isn't a new thing, she isn't a newcomer, she had 3 Top 10s and 2 Top 5s under her belt before 'We Can't Stop' and 'Wrecking Ball'.
