They were played on radio, Y&I and MTN as well. They never reached the chart as it's just top 20. They therefore won't count and won't make the songs non-consecutive.

If Paparazi, Love Game, the flawed You & I and Marry The Night were singles but did not hit the top 10 then it is not consecutive. It does however mean she has 10 top 10 hits http://www.thefreedictionary.com/consecutive

I called it consecutive as you can tell from the graph in the OP all are top 10 hits, but LG, Paparazzi, Y&I and MTN were singles here as well (most likely) so then it doesn't count apparently
