Right? Gossip, scandals, and singles aren't all it takes to have "power".
That said, Miley is of course receiving much more attention right now. Whether that will translate positively into album sales, ticket sales and such we shall see. Until then I wouldn't make any assumptions about her "power".
The fact that Miley is outdoing all our faves says a lot.
