They are not using any radio/sales data. They are basing it clearly off of how well it did each week on the Hot 100.
If you look at COI vs SL, you'll see that 1) COI had more weeks in the top ten and 2) it had better longevity than SL.
Most of SL's first weeks on the chart were spent way outside the top ten because her label refused to make it available digitally.
