Some tracks come to Beyonce, but keep in mind she co-produced every track on 4.
Also I think it's going to be quite hard to find another Beyonce. They tried and we got some good ones out of it, but none compare to her in regards to performance.
I'm not talking about co-producing. The reason I say that is because anyone can add an electronic bleep or suggest a drum pattern and get a co-producing credit from it. I'm talking about artists who, themselves, produce a track from the ground up or actually perform an instrument on the track... neither of which she has done.
This is purely my opinion, but strip away her performing skills and you're left with an artist with a mediocre catalogue of music. There are artists out there with better music and even better live performances. So to answer the original question, no... I don't think Beyoncé is the most complete or best artist. I find it perplexing that anyone would think so, to be honest.

To each their own. I get that.
Are these artists with better performances of this generation though?

Yes.
I very much prefer Florence + The Machine's performances over Beyoncé's.
I also find Dawn Richard, Ciara and Lady Gaga to be better performers than her for different reasons.

All good performers but to me none of them do it as effortlessly as Beyonce and all of them lack something that Beyonce doesn't.
But it all comes down to preference. I prefer amazing, soaring vocals mixed with fun and on point choreography.
She is a jack of all trades... there aren't any artists of today that compare to her in EVERY category the way she can compete with EVERY artist in EVERY category.
So I guess Audrey Hepburn is not elegant either, or Elizabeth Taylor, etc. etc.
No, they're not really. Anyone who promotes the murder of animals purely for fashion is beyond ignorant. However, in their defence (not that it excuses it) they were around during a time when fur wasn't seen as such a big deal and there wasn't a great deal of organizations showing the pain animals go through. It was a different time and society and people nowadays should know better.

I'm with you. I would not buy a fur coat and people should know better but that shouldn't bias you towards whether or not someone is elegant or not. Elegance has nothing to do with your politics. But I do see where you're coming from. If you feel passionately about something like this and someone wears fur, they don't seem as pristine as before.
The performances are simply boring.
We could sit here and have this conversation all day long. My opinion won't be changed anymore than yours.
I just feel like there are those who are better performers than her with Florence being the main one. The only thing Florence doesn't have is choreography, but she doesn't need it. That's not her style. Her style is just letting the music take her where she needs to go, and she is more graceful and elegant than Beyoncé while doing so. Some may think she needs to be refined; I don't.
A music video is a type of performance as well & "Drumming Song" > anything that Beyoncé has done, IMO. Again, as you said... it's preference.
Even if this were true, which it isn't and I'll say why in a minute, this has absolutely nothing to do with being a complete artist. Most appealing product? Sure, but this has nothing to do with art.
And as a rebuttal:
Smash Hits = Single Ladies
Huge Amount of #1: Five number ones from a 4 album discography + 4 with DC, and her #1s generally stay stop for good amounts of times. Not a massive amount but still more than most in the industry.
General Public Appeal = I guess doing something that everyone does and making world news for it is an indication that no one cares about her
Gets Bigger Every Era: 4 may have under performed but it's safe to say she is a bigger star than she was before it.
