I have a feeling it's neither Too $hort, Twista nor Rihanna involved in the Åkerlund project.

The "Telephone" sequel isn't really something I think she'd just throw out there for anyone. Rihanna might be a stretch for a collaboration in general, but either way I do expect a major female pop star to be involved, and most likely among them so far is Britney.
