You cannot say in general because there are very well-known and established artists and there are others who are just starting and make it more for the fun of music. Maybe a couple of years later they start seeking for major success rather than being a phenomenon from the start.
So, if it is from a well-known artist you should call a flop, if it's a fresh artists, it's a decent start
