I don't think it's a bad sign at all. As you said, it had to climb through VMA exposure AND a song that's potentially selling at a rate of 400K+ per week.
Not to mention, his single literally came out of the blue (only being announced two days ago). Not too many artists call pull off what he's done today.
It still proves that, after 15+ years in the game, his fan base (and general public interest) still have love and support for him.
Miley's climb is probably among the top 5 of all time!
Just from the VMA performance it has reached #26 and still climbing! It's not even being pushed yet over here, which is why radio (apart from Radio 1 night time which is more alternative) hasn't been playing it yet.
