Which, again, worked fine before because I did most of it with Kworb and the other moderators didn't have to be bothered.

Many other forums use mods for specific areas, have ATRL ever considered doing this?
I'm a system administrator for a living (albeit for a corporate not a public forum), usually what I'll do is apply a 'group manager' system- where certain people will watch over specific areas. Greater accountability on the mod to fulfil the duty of ensuring that certain place is properly watched. Having 1/2 SYG-dedicated mods with different permission/access levels to your normal mods (something like what you have with the Senior Member/ATRL Contributor right now) would be my suggestion.
