Well, he's right when he says that Beyonce is not at the mercy of Pop radio. She has crossover appeal and I think the R&B audience that she's been catering to since her career started have proven to be very loyal and that they'll buy her albums. Same applies to someone like P!nk who has a strong following in Adult Contemporary. Both artists' are staples in those respective genres and have a consistent audience that will buy their material regardless of a hit single or not.
With Gaga, she doesn't really have any crossover appeal and most of her radio airplay relies on Pop radio, and the Pop audience seems to be a lot more fickle when it comes to dedication to certain artists' and buying albums, so, in that sense Gaga is at a disadvantage.
