You base an artists hits on their single status. Hilary has had very big hits worldwide, and "With Love" would have been top 20 if it had not been put on Itunes for hours then taken down, and re-added days later without counting the sales made before it was removed,
Also on someone elses comment, Hilary's 2003-2004 tour was completely sold out including the 2005 World Tour. Britney and Christina did not sell out their tours that year (03-04) like Hilary did. Hilary had three sold out tours in a row.
