I really think that these are just promo singles for Prism like Taylor did with Red but the author of the Adweek article said that the winning song from the two new tracks which we will all be hearing this weekend will be officially released on September 17 as the second single off of Prism.

It doesn't say 2nd single. Remember how they released a song each week on iTunes leading up to the album release? It just says "release early". My guess is that it's one of those iTunes promo releases prior to album release.
September does seem a little bit early for another single though
