Her biggest audience by far is the US but I still wouldn't call that local at all.

She's never been local. Her first single, I Kissed a Girl, was a worldwide hit. It was in the 10 biggest songs of Europe in 2008.

She will remain so unless she tours the world.

roar's ww performance is very impressive and a strong indication that katy is not local anymore but rather a respectable ww artist. prism's ww performance and the ww success of the following singles from the album will be the true determinant of whether she's "global" now or not.
