Yes you can actually. When registering a child's name, it goes through a department that must sign off on the name you chose before registering it on your child's birth certificate.
I agree with you to an extent, but it's to stop down right ridiculous names. Like one father wanting to name his twins, Fish and Chips. Or Number 16 Bus Shelter, the place they conceived the child.
