It's weird but I can see why it wouldn't click with radio listeners. It's a former teen queen singing over hip hop beats about drugs. Radio is multigenerational, they can't risk the channel switch.

The same people that listen to Top 40 radio are the ones using iTunes and streaming off Spotify (two areas where Miley is slaying). Maybe it is the lyrics but there has been SO much worse so it really makes no sense.
