It's partially cause sales are so low right now. Miley will probably only be like 160-170K next week. Robin will easily still be over 300K though, the week after should be in 200s again unless there happens to be more promo

If he performs Blurred Lines, he'd be stupid. Give It 2 U could be a legitimate hit if he gives it some attention.
I honestly don't see Give It 2 U being as big of a hit as Blurred Lines. Blurred Lines was so stark when compared to the rest of the music that was out during that time, and it's groovy beat was irresistible. Although I live Give It 2 U, I can't see it being as widespread and prevalent as Blurred Lines.
BL is still going to get a lot of exposure even if he only performs Give It 2 U because it's nominated in several categories, and is a frontrunner for VOTY (although it'll most likely go to Taylor again )

Obviously it won't be as big, but it could be a decent sized hit. If anything, it could be a follow-up hit a la "Good Time" and "Call Me Maybe".
