He was talking about in 2011 I think. Dance-pop was the sure-fire way to get a hit in 2011 (and a few years before that), so Beyonce could've done those types of songs but she decided not to.
It's different now, Beyonce's type of music would probably do better than a dance-pop song anyway in 2013.
